Description

Solidfy a readme for VULab Web, so David and I can bring ours together into a SINGLE comprehensive readme.

    version 1 - Here is the first version of the readme. Its looking pretty good. I'll make sure david gets this and adds/edits as he sees fit. we need some tennis on this baby.
