Description

Need to finalize the mock-ups for the layout customizer and enter jira tasks for implementation. Implementation tasks should be entered as subtasks under Fluid-498.

Also, Gary I took a guess at the estimate. Please update as appropriate.

This included a change to Layout Preview interaction, modifying the locked portlet visual presentation, and redesigning the locked portlet message.
