Description
The OverviewPanel should have some tooltips to prompt the user.
1. Tooltip should appear when hovering over the star icon. Should say "Hide panel" or "Show panel".
2. Tooltip (more like a bubble) should appear when closing the overview panel for the first time. The bubble should say: "Panel is now hidden. Select here to show."
