FLUID-4251: Update the README.txt and ReleaseNotes.txt files for the 1.4 release

Description

Be sure to update

• the version number,
• the zip file names (which include the version number),
• the list of third-party version numbers and licenses,
• the "What's New" section with a list of features of the release,
• folder hierarchy if it has changed at all (e.g. new sample-code folders added),
• the list of supported browsers if it has changed, and
• the "Known Issues" section with highlights of the known issues.

  The Release Notes were updated back in the summer and the changes were pushed to the repo. Some updates are now needed in light of changes since then, so I'll be posting another pull request.

  Pull request https://github.com/fluid-project/infusion/pull/171 with more modifications to the release notes was merged into the project repo at a063e397b0b68bbf7697c2628cdc4cea2134eb26

  The version numbers for dependencies need to be updated.
