Description

Steps to reproduce:

1) Open the uPortal demo from the daily build site:
http://build.fluidproject.org/fluid/sample-code/reorderer/portal/portal.html

2) drag the calendar portlet and release it when the pointer is over the white space between the drop target and the portlet above. Notice that it snaps back to the original location.

3) drag the calendar portlet to the same location. Notice that this time the drop target doesn't appear.

4) drop the portlet at this location. Notice that the portlet is placed at the bottom of the column

    'screenshot-1' shows where to drop the portlet, so that it snaps back to the original location. Note that the pointer is inside the title bar but does not display in the screenshot

    'screenshot-2' shows the portlet in the same position as in 'screenshot-1', but this time the drop target does not appear
